 Joseph D. Shuffleton, P.E., P.G.
President
Mr. Shuffleton started his engineering career in 1973 as a project engineer for a major national and international consulting firm. In 1974, he advanced to the position of Manager of Materials Engineering and Construction Services where he established a successful department with superior financial stability and unparalleled technical capability. In this position, he was technically and financially responsible for projects involving all aspects of building construction, particularly waterproofing and roofing consultation services, including investigation, design, construction document preparation, construction inspection, testing and maintenance.
In 1982, Joe helped form ETC to provide an even higher level of personalized consulting services and now he is personally involved with all projects. Areas of expertise include general building construction; quality control procedures and inspection; and the evaluation, design and inspection of pavements, building exteriors (walls, windows, caulking, coatings, etc.), roof assemblies, waterproofing systems, parking structures, balconies, and structural deterioration.
 Kirk Parsons, RRC
Vice President Mr. Parsons began his consulting career with Engineering and Technical Consultants, Inc. in 1989, soon after graduating from West Virginia Westleyan College. He has since developed his expertise in areas of forensic evaluation, cost engineering, design, document preparation, materials testing and quality control inspections for a wide range of building components and applications. In addition, he is proficient in the preparation of detailed construction drawings and specifications.

 Christopher Carlson, P.E.
Senior Project Consultant/Structural Engineer Mr. Carlson graduated from the University of Maryland with a masters degree in Structural Engineering in 1991. With now over nineteen (19) years of experience, Chris now concentrates his talents exclusively on the evaluation and correction of deficiencies with existing buildings involving exterior facings, façade and curtain wall systems, and structural components (including retaining walls, balconies and parking garages). Throughout his career, Chris has provided evaluation and consultation services on several hundred buildings throughout the Baltimore-Washington area involving all types of building uses and structures.

 Mindy Maronic
Director of Marketing
Mindy joined the ETC team, as Director of Marketing, over 10 years ago. She is passionate about her work and enjoys helping individuals and businesses reach their established goals. Throughout her career, she has created many educational programs and materials such as newsletters, seminars, brochures and web sites to support the growing concerns of building owners and managers. Giving back to the industry that supports our company is very important to Mindy, therefore you will find her actively participating/volunteering with organizations such as CAI, BOMA, PMA, DCMA and others.  Patrick Gray, RS
Senior Project Manager Mr. Gray has been a Project Manager with Engineering and Technical Consultants, Inc. since 1988. During his tenure, he has conducted numerous studies and/or investigations of buildings and their components. His specialties include general condition surveys, reserve studies and related services as well as maintenance and property management consultation. In 2003 Mr. Gray was certified a Reserves Specialist by the Community Associations Institute (CAI).

 Thomas Dugger, RRO
Senior Project Manager
Since joining Engineering and Technical Consultants, Inc. (ETC) as a Project Inspector in 1995, Mr. Dugger has expanded his expertise regarding roofing systems, waterproofing systems, drainage systems, exterior facings (brick masonry, through-wall flashings, sealants, aluminum curtain wall, precast concrete, etc.), and various concrete structures (balconies, garages, terraces, etc.) along with their associated elements. After several years of expanding his expertise of building system components, and completing our intensive internal training program, Mr. Dugger advanced to Project Manager in 2002. In 2003, Tom became a Registered Roof Observer (RRO), one of approximately six hundred nationwide.

 Jeff Shuffleton
Operations Manager Mr. Shuffleton joined the ETC team as Operations Manager in 2003. He is responsible for maintaining all financial records and reporting functions as well as, providing computer technology support for both Maryland and Virginia locations. His equal proficiency in office, managerial and organizational skills help keep the rest of the staff on track and focused. Balancing the needs of our clients and the demands on our project managers is Jeff's primary responsibility. He accomplishes this demanding and ever-changing task with a disarming personality.  Christopher Ballard, AIA
Registered Architect Before joining our team of engineering and design professionals, Chris practiced architecture in the Greater Washington Metropolitan area for over 14 years. As ETC’s lead architect, Chris provides professional management and architecture for a diverse range of projects. His design work ranges from small custom renovation projects to many larger and more detail oriented designs. He is a great resource with regards to current federal and municipal building code requirements. By working as part of the design team from schematic design all the way through construction administration he helps to keep a consistent and detail oriented process throughout.

 Robert "Bobby" Radcliff, P.E.
Registered Engineer Mr. Radcliff joined ETC in April 2008 after spending time in the field as an Assistant Project Manager. Mr. Radcliff concentrates his talents exclusively on the evaluation and correction of problems with existing buildings involving exterior facings, facade and curtain wall systems, and structural components (including retaining walls, balconies and parking garages). He works with the managers and owners of existing buildings to help properly correct defects using practical and cost-effective techniques that minimize future maintenance needs and maximize building serviceability. He looks forward to expanding our presence in the Philadelphia/ Delaware Valley area.
